Such a scenario already exists

may se that there are far too many People in the world
and that
the Earth’s Liesupports are being over-destroyed
at a rate 100% beyond
what the Earth can maintain at least Longest-term
[and probably for all medium-terms, too].
That Nation-State has become ‘top-secrettly-geared’
to “Leading the Whole World”
by
(1) economicly-&-finanially commanding all Markets, “globally & locally”.
(2) “peacefully-infiltrating with key-personnel”
every large and potentially-inhibitive other nation-state
(3) Coordinatedly-Suddenly
Mass-euthanasially-terminating
the entire ‘selected-out ‘populations
of those “potentially-hostile”
other nations-of-people.
and
(4) Re-populating those countries
out-of that “World-leading nation’s own peoples.
